The purpose of obtaining a plumbing permit is to provide minimum requirements and standards for the protection of the public health, safety, and welfare. Plumbing permits are required for new and retrofit plumbing installations to allow the County to regulate the qualifications of installers, check the proposed plans and to inspect the plumbing/gas installations to ensure they are in compliance with the Uniform Plumbing Code (UPC) as amended and local municipal codes.
Plumbing Permits are issued only to State of Hawaii Licensed Plumbing Contractors for work within the scope of their license classifications. The legal property owner is also required to sign the plumbing permit application (see form below).

Approving Agencies:The Department of Public Works is authorized to issue a plumbing permit.
Processing Time:The plumbing permit will be issued within 30 days after the application is deemed complete.
Duration of Approval:Effective March 5, 2012, all Plumbing Permits issued shall expire if the initial required inspection is not approved within one year from the date of issuance. Once the initial required inspection is approved, the permit shall be allowed to remain active up to a maximum of 5 years from the date of issuance, or until the Final Inspection is Approved, whichever occurs first.
Plumbing Permits issued prior to March 5, 2012, shall expire if the work is suspended or abandoned for 180 calendar days, and there is no continuous inspection activity.
Any Plumbing Permit may be immediately suspended or revoked when issued in error, on the basis of incorrect information provided by the applicant, or when the installation, or the Permittee is determined to be in violation of the County Plumbing Code, or any other law, ordinance, rule or provision regulating plumbing/gas work, under the jurisdiction of the Director of Public Works.
Applicants for a plumbing permit shall be assessed a fee as set forth in the annual budget ordinance.
